Jean-Michel Palagos first completed a military career in the Infantry where he commanded several operational units.
He succeeded in the competitive examination for “Contrôle Général des Armées” in 1992, which he quickly left to take over the position of Director of Studies in the Centre for Higher Armament Studies (CHEAr) where he was particularly in charge of the technical and operational studies for the French General Acquisition Directorate.
Between 1997 and 2000, he became advisor in the Minister of Defence’s Office, Alain Richard; and was responsible for the move to professional armed forces via accompanying measures.
He was appointed “Contrôleur Général” in 2000 and became Director of the Human Resources in the Ministry of Defence between 2000 and 2005. He re-organised the general status of the military and took part in DCN’s change into DCNS and in the re-establishment of GIAT Industries.
Back in “Contrôle général des armées”in 2005, he contributed to the work of the department in charge of armament programmes and defence industry.
He left the Ministry of Defence in 2007 to create CODEAC, a consultant firm in change organisation, strategy, management and change process. He worked for numerous large industrial groups in the energy, armament, services and pharmaceutical sector, which have been durably continuing to renew confidence in him.
In May 2012, he joined the Office of the Minister of Defence - Jean-Yves le Drian - as deputy Director of the civil and military cabinet. He has also been one of the main actors of the restructuring of the Ministry of Defence’s governance and of the reorganisation of the armed forces.
He was appointed Chairman & Chief Executive Officer of Défense Conseil International (DCI) on 9th December 2013.
Jean-Michel Palagos is married and has four children.
He is a French War College graduate, holds a master’s degree in law of the Paris 2 Panthéon-Assas university and is also a graduate of the “Institut d’Études Politiques” in Paris.
He is “Chevalier de la Légion d’Honneur” and “Officier de l’ordre national du mérite”.
